completed draft: TC Guidelines

Chairs:

Attached is a completed draft of the TC Guidelines document that I've been
working on off and on for a few months. I call it a completed draft because
I've finaly completed all of the sections, but it's still a draft because
there's been no review (to say nothing of the lack of an approval process).

I would like to get your comments on this. It's non-normative, so is
intended only as advice and interpretation of the normative documents, and
to describe how I will be administering the TC Process. But I'd like to get
your feedback based on your experience running technical committees.

Once everyone is pretty happy with this I will post the document on the web
site so that I can point prospective chairs to it.
