Subject: [chairs] OASIS TC vote by mail
Chairs: I've seen a few questions related to conducting TC ballots via email, so I thought I should send out a quick reminder. Generally, and by default, TC voting may only take place in a meeting, whether face to face or via telephone. If voting takes place at a meeting then that meeting must have a quorum of TC members in attendence or the vote is invalid (i.e. the same as if the vote was not taken). The TC can vote to allow voting to take place via email. This vote requires 2/3 vote and must be done in advance; i.e. you can't decide via email to allow voting via email. See the TC Process section 1(n). Once this decision is made the TC chair can send out ballots via email, and such a ballot requires a minimum of five days unless decided otherwise in advance. -- Also, it would be a good thing if each TC would put on its web page the process decisions that the TC has made, i.e. its standing rules. For example, has the TC voted to allow voting via email? Has the TC voted to allow non-TC members to subscribe to the TC mail list? What other standing rules have you decided?
