new OASIS liaison policy

Chairs:

The OASIS Board approved yesterday a liaison policy for OASIS. This 
policy covers org-to-org relationships, the relationship of an OASIS TC 
with the TC or WG of another organization, and the submission of OASIS 
technical work to another organization.

Various parts of this policy have been in the TC Guidelines for several 
months, so there is nothing terribly new here, but this is now an 
official policy of OASIS. Please become familiar with this policy as it 
applies to the operation of your TC.
