Subject: First legacy TCs successfully transition to new IPR Policy: are you next?



TC chairs:

    The procedure for existing TCs that wish to transition to OASIS's 2005 IPR Policy [1], before the mandatory date of April 2007, is described in our IPR Transition Policy [2].  Among other things, it permits any TC to convert as soon as 50% of its 'Qualified Members' [+] have signed the current OASIS Membership Agreement. 
    Organizational and individual OASIS members who have signed the agreement are indicated in our official database-driven rosters by an asterisk (*) inserted after their name.  Many of your TCs already may have passed this threshold. TC Chairs should check their TC's roster to verify this.
    In addition to those who have chosen to sign the new membership agreement early, all OASIS members who have renewed their membership since last April 15 now use the new agreement.  So the proportion of members who have not yet done so should continue to reduce steadily to zero through next April.
    The Transition Policy requires that all TCs pick a mode and successfully transition to the 2005 IPR Policy no later than April 2007.  We will communicate further about this as that date approaches. 
    For your information, two longstanding TCs have become the first to elect to transition to the 2005 OASIS IPR Policy.  
    The UDDI Specification Technical Committee has transitioned to RF on RAND Terms Mode, and so now operates under the 2005 IPR Policy, effective as of 10 October 2005.   The CGM Open WebCGM
Technical Committee has transitioned to RF onLimited Terms Mode, and so now operates under the 2005 IPR Policy, effective as of 14 October 2005.
    These mode transitions are somewhat similar to a charter amendment.  So, in addition to the official notices required by the Transition Policy, we plan to send a notice to the [tc-announce] and [members] official announcement lists when a TC's transition becomes effective.

TC Qualified Member: A TC Qualified Member is either a TC Individual Voting Member or an OASIS Organizational Member that has at least one voting member in the TC at the time the TC Individual Voting Members approve the Transition Request and has signed the new Membership Agreement.
