Subject: Changing Kavi Groupware Roles
Here’s a quick reminder on changing participant roles within technical committee or subcommittee rosters. Observers. Observers are “read/listen only” participants; that is, they are subscribed to the email list but cannot post messages or upload documents. They are also not allowed to actively participate in teleconferences or face-to-face meetings. A Chair or Secretary should never change the role of an Observer. If an Observer wishes to become an active participant, they must leave the group and then re-join as a Member, triggering the Primary Representative's authorization. Members/Voting Members: Most active participants fall into one of the these two categories. The roles are changed by a Chair or Secretary based on the member’s meeting attendance. Members do not count towards quorum and cannot vote. Voting rights are gained by attending two meetings in a row and lost by missing two meetings in a row. A member with any role other than Observer should never be changed to Observer. This could impact IPR obligations on the part of the participant’s organization. The role of “Voting Member – Probationary” is no longer used. The roles of Chair and Secretary automatically have voting rights associated with them; it is up to the Chair or Secretary to keep attendance records to accurately reflect voting rights according to the OASIS TC Process.
