Remember also that non-members are not allowed to join TC meetings. It is entirely appropriate that a TC Chair and Secretary take measures such as roll-call, monitoring and accounting for all people dialing in and, as Gershon states, providing dial-in details offlist and privately to all TC members and observers.

Every TC can organize their own collaboration / dial-in facilities. Some are sponsored by large organizations, which are kindly providing dial-in facilities, and some groups use the free freeconferencecall.com.
On very few occasions I've experienced problems with uninvited or unwanted participants on bridges.
Probably best is to get a different conference session and password (if you use one) and share this information only in the TC calendar which is only visible to OASIS members, instead of posting it to the TC list, which are public and accessible through lists.oasis-open.org/archives.
