Enhancements to xAL - Address Standard

G'Day

When I was in India (Chennai city) recently, I came across areas
where they use two house numbers for a house namely, an old number 
and a new number. Both these numbers are commonly used for
postal purposes. Therefore, I have now modified the xAL standard 
to cater for this feature.
