First, welcome to OASIS and the Cloud Authorization TC. I hope you will find your participation here fruitful and rewarding. 

I see from the email that you have loaded the document to the Technical Committee's document repository. By doing that, you have already submitted it. It is now part of the TC's archive, freely available to all who are interested using the link labelled "Public Download Link" above. 

Perhaps a good next step would be to send the TC an explanation of how you would like to see the committee use this work. For example, do you think this should be considered as a technical specification by the members? The TC could then schedule a meeting to discuss further.
