A common scenario might be that a repository has implemented a fixed set of relationship types (e.g. Cross reference, Rendition, Compound Document) but does not have the general capability to create new kinds of relations. It would be useful to mention this as a supported scenario in the specification. A repository can throw a runtime exception when trying to create new type of relationship, but does allow other operations on exisiting relationships.
