Not sure what the question is...

PATCH essentially says that the mime type + payload specify a patch request. So if we introduce a mime type for use in PATCH, we need to define the semantics. And yes, that definition could be very brief (lile "replace all specified properties, leave the other unchanged"), but it needs to be specified.
