It could, but it is not specified this way. The spec says:

"Boolean includeProperties:
If FALSE (default), then the Repository MUST NOT include the updated property values for "updated" change events."

My understanding is that the repository is not allowed to send any properties.


For the events created, deleted and security there is no property bag:
"<Properties> properties: Additionally, for events of changeType "updated", the repository MAY optionally include the new values of properties on the object (if any)."
