Next Monday's TC meeting moved to Tuesday

Next Monday (September 7th) is a holiday in the US. Our next TC meeting
has been moved to Tuesday (September 8th), same time.

We still have a little more editing to do. 
We intend to post draft v0.63a today or tomorrow. I urge TC members to
start reviewing the draft for public review. We can reset edit tracking
after 0.63a to facilitate review of any additional change. Unlike
submission for final approval, we do not need to fix "the last bug"
before approving the draft for public review. Our goal is a best effort
to avoid making "substantive change" once pub review started. To my
knowledge, we can still fix minor bugs afterwards.

We will review status and schedule next Tuesday.
