Status; agenda for September 21st

Our Editors are going through the spec one more time, and will post v0.7
by Tuesday (Wednesday the latest). At that time, two ballots will be set
up: to approve v0.7 as Committee Draft, and to approve submitting it for
Public Review. The ballots will be closed just before the September 28th
meeting. If approved, the spec will be submitted for Public Review after
the meeting.

The main agenda for September 21st is to go through the new JIRA issues.
