During introp testing we encountered different interpretations of the MTOM support in the Web Services binding.
I would like to clarify the MTOM support by replacing the text of section "4.1.3 Content Transfer" with this:

The Object Service is only service that transfers content and MUST support MTOM. All other services SHOULD use "Plain Old XML".
