Given that 2.1.10.2.4.5 says:
  IN_FOLDER( [ <qualifier>, ] <folder id> )
and:
  <folder id> The value of this parameter MUST be the ID of a folder object in the repository.
I'd say it's pretty clear to me that only IDs are allowed.
