The challenge we are facing is an attempt way back to combine an "offline update" paradigm (supported by some repositories) with an "online update" (PWC) paradigm (supported by other repositories) into a single model. The solution was the adoption of the PWC model along with an optional PWCUpdatable capability to accommodate the offline update paradigm.
Continuing with this approach, let me propose adding the following clarification to creating document in a checked out state:
"A repository that does not support the PWCUpdatable capability MAY create a document and then have the document checked out by the document creator. This document MAY be visible by other users. If the document creator cancelled the checkout, the created document MUST be deleted."
This clarification would replace the "further clarification" proposed above.
