One important issue about the Latest Version is that for repositories where AllVersionsSearchable=false, then it's specified that only the Latest Version is searchable.
If the PWC is the Latest Version, this means that once somebody does a checkout, in general a search wouldn't be able to get to the Latest Version due to access restrictions. This goes contrary to the expectation that "private" work has no impact on general queries made in the repository. An application that lists documents would see one disappear in this case just because someone works on it.
