once more:

 

2.1.14.3 Holds

“A "hold"assures that a document can be restored to the state it was in when the hold has been applied”

 

Comparing this description with the one in Wikipedia (http://en.wikipedia.org/wiki/Legal_hold)

“The legal hold is initiated by a notice or communication from legal counsel to an organization that suspends the normal disposition or processing of records, such as backup tape recycling, archived media and other storage and management of documents and information…”

 

and the MoReq2010 standard:

“A disposal hold is a legal or other administrative order that interrupts the normal  disposal

process and prevents the destruction of some of an organisation's records while the disposal

hold is in place.”

 

So the important part about a legal hold is not preserving the state but interrupting the disposal procedure.

 

Therefore I suggest to rephrase the sentence once more to something like:

“Applying a hold to a document prevents that a document can be deleted even if the retention period has ended.”
