Today I had agreed to create a JIRA issue to discuss Annotation design but this older discussion is still relevant so lets use this (722) as the record for this discussion. I had forgotten about the 'associated content' decision we were leaning towards and it may be re-usable for the social features like comments mentioned in 759.
