This looks like one of the req's that will be more app driven.    I can understand some of the use cases here, but before we go too much further with this proposal, I would be curious what the vendors in the viewing and annotation space think and whether they would actually use a standard (which depends on whether they have more to gain than lose).  Is there a representative set of such vendors we could poll (e.g. Brava, Smile...).
