In TC meeting today it was suggested that the use case being addressed by Andy's comments might be better served by another separate QUERY verb. (perhaps FIND)  In this case the FETCH verb could be further simplified to just the retrieval of a list of IDs case.   This would mean the WHERE clause could go away from FETCH leaving PROPERTIES as its only optional clause.      The other use case will be flushed out here and then possibly promoted to its own JIRA record to keep the two conversations from confusing each other if necessary.
