On May 19 we discussed the proposal linked above and invited interested TC members to review and comment.
Other issues discussed:

Open issue:  hint to clients to disable caching for open choice tag property values (providing for tag "suggestion" functions).
Proposal:  exclude specific mention this feature from the extensions. A server is still free to make the tags property an open choice list. If we later add support for metadata caching "hints", a compliant client would automatically handle tag "suggestion".

Open issue:  should tags use the same object model as comments and annotations, instead of the simpler model described in the proposal?
Comments and use cases welcome.
