Certainly that is my opinion also, and there are other sections that support it (e.g. 2.1.13.7). 


But there are still a few places in the spec (e.g. 2.1.13.1) that try to clarify that a PWC is not a version in the version series, that end up causing confusion.     So I thought I would check  to make sure other providers were behaving the same way.

2.2.7.6 says:
"Notes: If a Private Working Copy exists for the version series and the caller has permissions to access it, then it MUST be returned as the first object in the result list."

Should getAllVersions return the PWC among the results (assuming the caller has access to the PWC)?   By the wording of 2.2.7.6, I think the answer is 'yes'.   But I thought I should check to make sure we are all on the same page.
