Subject: Proposed COSL Visiting Scholars Program, for discussion


Please review the following proposal for a COSL MS program, to be 
discussed at our COSL MS Steering Committee meeting tomorrow.  My

Draft:  Proposed Visiting Scholars Program

1.  Under this program, senior technologists will be sponsored to 
come to China for short visiting research, assistance and vacation 
engagements that relate to specific standards-development and 
relevant product-development needs of Changfeng Alliance member 
companies.

2.  It is anticipated that the average engagement would consist of a 
2-3 week period, with 2/3rds time in Beijing for face-to-face 
assistance and discussion with the sponsoring Changfeng member 
companies, and 1/3rd time to travel within China.  It is proposed 
that ChangFeng Alliance would be able to arrange for all logistics 
and travel expenses, in amounts expected to be close to RMB 50,000 
per engagement.

3.  Changfeng Alliance member companies will define proposed 
engagements, to be added to the roster of available opportunities 
known to be funded.  The sponsoring company expectations, expected 
timeline, terms of the sponsored travel, and any special skills or 
qualification required, will be put into writing for each proposed 
engangement.  It is expected that the criteria will be applied in 
advance, without there being any success or evaluative contingency 
at the end of the engagement.  OASIS and its COSL MS will assist in 
publicizing the posted opportunities to its various constituencies. 
  A timeline must be adopted, with a minimum period for the posting 
of posted engagement opportunities.

4.  Applicants will be asked to submit statements of interests and 
resumes, as appropriate.  The COSL MS will act as a preliminary 
screening committee, and review applications for each engagement, 
and may act individually (without necessarily holding a formal 
meeting).  COSL MS screeners will transmit any comments to the 
sponsoring companies, along with all resumes submitted.  The 
sponsoring companies may select from among applicants as they wish, 
and are not bound by any comments or suggestions of OASIS or the 
COSL MS, who will act only in an advisory capacity.  Liability of 
the latter will be disclaimed in the program descriptive materials.  .

5.  Funding for the program and any reimbursements or other 
considerations will remain entirely between the sponsoring company 
and the selected applicant.

6.  Changfeng Alliance may designate a member company (eBridge?) to 
manage and arrange the program for Changfeng.
