The requirement you are alluding to is the one about being able to represent sets of code lists. This is different to the kind of code-list-fragement composition that David Webber's comment seemed directed at, although I do feel that his comment was a "generic approach to XML" kind of comment, rather than a suggestion that there would be end-user value in doing it for code list XML specifically.
