It's also interesting because it lists the older 639-1 and 639-2 codes as well as the new 639-3 code. The new code can serve as a key for the full code list, the older codes cannot (since they are only defined for a subset of the entries in 639-3). However, when we get to version 2.0 and derived code lists, there is a possible extra requirement for generating code lists by removing rows for which a particular key is not defined (e.g. remove all rows from the 639-3 code list table except those that have a 639-2 code).
