        Hopefully a reasonable first draft of the BAP.
- I've removed the Roles & Rules (now in RPE)
- I've removed the note about the compressed protocol
- I've added a few more normative references including the weather codes
- I'm struggling with Word to get the normative references to link inside the document
- There is currently no IDA reference in 'who' field, but I think we might need to have this
- I've added a point on journey start locations
- We clearly need to agree how to structure and reference the COEL model
