This is a 'look before you leap' function similar COEL-12. Generlly need some mechanism to protect from loss of data or excessive effort. This may mean that we don't need separate credentials for MMI and PQI.

We need to look at the usability aspects as well as security, e.g. more roles within the ecosystem.

Look at OAuth, etc. for possible delegation strategies.
