In some circumstances, an Operator has registered a Consumer on behalf of a Service Provider and then a different Operator is needed to continue the provision of services (e.g. transfer of medical practitioner led services to automatic app-based services).

The Consumer already has a ConsumerID and this needs to be transferred securely to the new Operator with good assurance of identity. This is a challenge to normal federated service approaches as the Service Provider is blind to the identity of the Consumer.
