Section 2.2.1 of BAP provides for notifying the requestor with the urls of the atom, query, and management interfaces. Is this enough, or do we need to either adds words to say that it should return nothiing if any services are down, or include a status tage with each service?

It might be very useful to have something similar on the IDA and Data Engine – otherwise we’ll be tempted to send a dummy request on one of other calls to check someone is home.
