        I tried to include all David's suggestion in the slightly different format as discussed:
- added a section to provide clarity about actors having multiple roles
- moved the Associated Service Providers to a note in the Service Provider secion
- added the Technical Service Developer section

I have NOT added technical requirements for the Technical Servcie Developer and Hardware Developer as I think this risks diluting the currently clear responsibilities of Service Provide and Operator.
