AtomsURI & QueryURI are required in the MMI section but not in compliance statements.

Could make a conditional statement, make them optional, or specify the output if not supported (e.g. just return the root URI).

       Proposal: Add "Not implemented" status option to AtomsStatus, QueryStatus & ManagementStatus in 7.2.2. Also need to modify the requirements for AtomsURI, QueryURI & ManagementURI - either to return a null if not implemented or only be required if implemented.  (was: Could make a conditional statement, make them optional, or specify the output if not supported (e.g. just return the root URI).)
