Having checked the implementation, I would say return only the latest version of Atoms. Most implementations, like the current one, will probably not store the raw JSON they received and therefore be reconstructing Atoms from raw data. Maintaining a collection of Atom makers for each different Atom version is probably not necessary or nice to developers.

Current implementation, does not check for minimal compliant Atoms, so 'exclude' could make an Atom non-compliant. I think we should allow that to happen and just figure out how to describe it in the text. Actual use case might be I want everything that a user has don, but I don't who they are or when it happened.
