DE MAY return an error when a CID & DID is not registered to the SP.

DE MAY quarantine or otherwise manage these without returning an error message. How this situation is managed between the DE and SP is out of scope of this specification.

> Make it clear that a DE is not mandated to return an error in the case that a C.ID or D.ID is not registered (do not want to put a strong requirement on DE to check incoming atoms against existing store).
