I like the definition: just a little more work needed in where it is referenced in 8.2.2, where the word 'duplicate' is used instead of 'identical'. 

Also, we need to decide on whether the bullet points in 8.2.3 are still required:

•	Duplicate Atom posts (e.g. over-write, return error, duplicate created) *DELETE this bullet: Conflicts with need to not store Identical Atoms*
•	Atoms with invalid or missing ConsumerIDs and DeviceIDs *DELETE this bullet: These are syntactically invalid*
•	Atoms with unallocated ConsumerIDs and DeviceIDs: "I think this is the only place where the policy of the DE needs to be stated and maybe we need to bring this statement closer to the error return section in 8.2.2 (Reject [404], Accept-and-dispose [202], Accept and Quarantine [202])....
•	Atoms with missing essential fields *DELETE this bullet: These are syntactically invalid*
•	Incorrectly formed Atoms *DELETE this bullet: These are syntactically invalid*

I like the definition: just a little more work needed in where it is references, where the word 'duplicate' is used instead of 'identical'. (8.2.2, 8.2.3). In fact the first bullet in 8.2.3 needs to go as it conflicts with the requirement to never store Identical Atoms.
