Decision today is that DE are not required to check if the DID or CID is registered upon receiving an atom. Such an eventuality is highly unlikely. Quarantining these atoms is of very limited value since the DE cannot trace them to the service provider.

Decision is that:
202 is returned for syntactically correct atoms, even if unregistered.
400 is returned for non-atom submissions
500 for system errors
