Quality, Universality and Interoperability!
In order for the W3C specifications to provide full interoperability and
access to all, it is very important that the quality of implementation of
these standards be given as much attention as their development. 
The purpose of the workshop is to share and disseminate knowledge and
understanding of the state of affairs for Web quality assurance tools,
technical and business practices and conformance activities at W3C or
related to W3C specifications.  Furthermore, the workshop provides a
forum for coordinating the interests and work among W3C, OASIS and NIST.
