Changes per domain modeling session in Seattle on Wed 6/22:

- A new JuvenileFiling use case.
- A new ServeFiling use case
- A new GetServiceInformationQuery use case
- A new ServeFilingCallbackMessage
- A change in ReviewFiling of the cardinality of the association from
Organization to ContactInformation from 1..1 to 0..1
- Change definition of otherActor association (Review Filing model) to
include arresting officer, and parent of juvenile in a juvenile case
- Change definition of otherParty association (Review Filing model) to
include CASA
