Action Items are an integral part of meeting culture.
OASIS offers for TC business 

1. "Action Items" managed in KAVI and 
2. Issue type "Task" in JIRA.

(1) is tightly coupled to the KAVI driven TC page (claro) but allows no public reference, which is bad news, when reacting on e.g. public comments etc.

(2) is lovely coupled to the KAVI driven TC page and allows public reference and browsing, which the reporter sees as a clear benefit.
