As always, insightful and relevant references.  The NFV Interoperability/conformance testing framework is quite substantive. https://docbox.etsi.org/isg/nfv/open/Drafts/

I have only gotten through some of the many NFV documents, so I am not arguing for anything more at than an assesment of NFV as an option.  So while applicability and practicality of NFV are still key unknowns, one thing is very clear: Replicating this level of substantive effort would require a aignificant amount of CTI TC resources and elapsed time.  

What's not clear, should a decision to consider all or portions of NFV Framework be taken:

(1) Can the OASIS CTI TC directly leverage ETSI work?  If so, what are the processes and constraints (if any) on such an approach?

(2) Do we have an identified liaison between the OASIS CTI TC and  ETSI?

(3) Are there other mature Interoperability/conformance testing frameworks we should assess and consider?
