Carol,

As discussed on the call, it is a
*really bad* idea to effect collaboration
with ITU-T SG17 at its meeting next
March.  I doubt if DHS or anyone else
involved significantly in CTI would
support the idea. Conversely, they
would likely strongly oppose it.

The metrics below reflect the current
involvement in SG17 based on its last
meeting in September.  In addition,
the assertion that somehow this is an
"European" venue, is plainly not supported
by the facts.  Those present fall into three
categories: 1) China-Korea government strategic
work items, 2) developing country government
bureaucratic attendees paid to be there, and
3) a few Western nation representatives attempting
to control the first group's proclivities.
