timestamp discussion

Can we please get closure on the timestamp discussion we have had over the past 2 weeks.  I am kind of viewing this relatively simple discussion as a bellwether for our ability to make progress in this SC.  If we can not drive this simple element to consensus and conclusion, how are we ever going to make progress on everything else?

We really need a win in this SC.  We need something we can put on the wall that shows we have done and solved "something".

I am not a co-chair of this SC, so I can only help the discussion to a point. Sean / Aharon, please, can we finish the timestamp discussion and document it?
