HTTPs text in Pre-draft documents

I worked with John-Mark Gurney today on the old HTTPs text in the Pre-draft document.  We move things around and cleaned up the text based on everyone's comments.  Please review the start of Section 2 and the subsection "Transport" and give us your feedback.
