Terry is correct, to actively participate in the CTI Technical Committee, you have to join OASIS. However, OASIS does have a mechanism to allow more public feedback without joining. You can find the information on the following web page (this tells you about the official method for sending feedback to the technical committee):

cti-comment: a public mailing list for providing feedback on the technical work of the OASIS CTI TC. Send a comment or view the OASIS comment list archives, also mirrored by MarkLogic at MarkMail.org.
I also noticed that you are using really old architectural diagrams for STIX. Those diagrams are based on the old STIX 1.x design. With STIX 2.0, we have created new diagrams and icons. You can find all of them here:
This CTI-Users list is for discussions about "using" the standards or writing tools against the standards. All official work takes place via the OASIS communication methods that are setup for the TC. This is why you see no traffic about the development of STIX on this list.

In order to contribute to the STIX 2.0 standards you will need to join the OASIS Cyber Threat Intelligence Technical Committee. You can do that here<Caution-www.oasis-open.org/committees/join >, by joining as a Individual, or NGA joining as an organization. We absolutely welcome new members, and look forward to having you contribute to a location object on the cti-stix mailinglist and at the STIX meetings.
The CTI Users mailing list is used for general STIX / TAXII discussions. The real development discussions take place on the CTI slack channels and in the CTI meetings and mailinglists, and to enable access to those you will need to join OASIS using the link I provided earlier in this email.
