Sighting TLO - request for comments

The sighting mini-group has produced its initial proposal and is turning it over to the full TC to review and work on..  This proposal can be found in the STIX 2.0-2d (Standard TLOs) document at the following URL.  Per our development status tracking, this is now marked as under "Development"
