I am fuzzy on what would go into this document?
The main discussion in Slack has been
around what is essentially an inconsistency in the specification that we
need to address somehow in 2.1.

All,
I have been following the patterning discussions
and issues that come up on Slack in #patterning and am beginning to see
a need for an Implementations Considerations document. The fact that we,
who wrote the spec and worked on it, are having problems figuring out how
to implement parts of it, gives rise to the need for further clarification.
Motion:
I motion by unanimous consent that this
TC take on another work product, a Committee Note work product, for dealing
with implementation considerations of patterning and I further motion that
Jason Keirstead and Greg Back be made the Editors of the document.
