Thanks for the clarification, Chet.

If we hit that 185 day mark and the TC decides to sunset the Open
Repository, the project maintainers can remove contributors' commit
rights, stop accepting pull-requests, and put an explanatory note in
the GitHub README.md. I believe this would achieve the same end while
complying with OASIS' rules.

Please correct me if I'm mistaken, Chet.
