RFC3512 is an Informational RFC. So it is not standards track.

A good document to read w.r.t. "configuring networks with SNMP"
is RFC3535 at
   ftp://ftp.rfc-editor.org/in-notes/rfc3535.txt

AS a result o that workshop, the IETF has started (and is close to
finishing the protocol work) the NteConf WG, see:

   http://www.ietf.org/html.charters/netconf-charter.html

ANother good RFC to read is RFC3444
      ftp://ftp.rfc-editor.org/in-notes/rfc3444.txt
