Update on DITA XML.org spam mitigation

I'm pleased to report we have a new spam-mitigation method in place for DITA XML.org. No new posts are published without approval from me, Don, or Michael. If we determine that an author's first post is not spam, all of his/her future posts will be published without moderation. So far, it seems to be working great.

Ultimately, we know we need to upgrade the version of Drupal that the site is running on. That task is in the queue.
