Add CNAME record for ditaforums.xml.org

Hi Keith,

I tried to enter a JIRA ticket for this request but it wouldn't let me. So, I am passing it along to you. I had assigned it to Chet.

The DITA Adoption TC would like to move its new Discourse forum site from www.ditaforums.org to ditaforums.xml.org as soon as possible. The previous domain was a temporary parking spot while hosting options were investigated, and maintaining it any longer will cause confusion later on. To effect the transition, we need a DNS CNAME record that points ditaforums.xml.org to ditaforums.hosted-by-discourse.com.
